07 Toyota Tundra Why Won't It Start

Ive gotten water at the pump before filling up and had to drain tank in the parking lot and catch a ride to get different gas.

Its getting good power we replaced the starter the battery connections are good and weve checked fuses. Turned ignition on but fuel did not come out of the feed tube to the injector rail. Weve had the toyota dealership fix it a couple of times.
